The Transformation of the “Quebec Model”: A First Portrait of the Impacts
This report presents the results obtained through the project “The Transformation of the ‘Quebec Model’: A First Portrait of the Impacts,” funded by the Pathways to Prosperity: Canada partnership. This project was carried out by members of the Centre for Immigration Policy Evaluation (CIPE) at Concordia University. The research project had the following objectives: 1) to analyze the Quebec government’s new direction on immigration and integration, and 2) to assess its impact on societal actors, in particular service-delivery organizations and public institutions. The following pages summarize the main lines of the policy and present, in greater detail, the reactions of actors in the field. The report concludes by identifying elements that could inform subsequent research. The research team wishes to thank those who kindly took part in this project.
