P2P Strategic Foresight Toolkit: A Practical Scenario Planning Activity on Immigration

Pathways to Prosperity is pleased to announce the release of the P2P Strategic Foresight Toolkit. This practical, ready-to-use toolkit is designed to help organizations explore the future of immigration through strategic foresight and scenario planning.

At a time of significant uncertainty and change, strategic foresight offers a way to prepare for more than one possible future. Rather than trying to predict what will happen, it helps participants explore what could happen, consider how change may unfold in different directions, and strengthen their ability to plan under uncertainty.

The toolkit is based on a foresight exercise conducted at the P2P 2025 National Conference. During the exercise, participants worked in small groups to identify major change drivers shaping the future of immigration to Canada, developed 2×2 scenario matrices, discussed the potential opportunities and challenges associated with these scenarios, and identified strategies that may be valuable across multiple scenarios.

Organizations can use the toolkit to facilitate their own scenario planning exercises. The materials may be used as provided or adapted to reflect a specific context or topic area. The toolkit includes the following materials for the scenario planning exercise:
